1. Job Title: Program Manager
Location: Borno
Specific Duties & Responsibilities
- Ensure implementation of the program activities as per the design log frame to achieve the set outcomes and outputs. Spearhead practical working geared to high-level acquisition of the program objectives. Collection of feedback from project officers and field program technical teams on the functionality of the programs activities and ensure that communication is efficiently delivered to the head of programs/ERC/or Area Coordinator’s office and to the donors where possible.
- Ensure that Food Security and Livelihoods program objectives are achieved through the hired personnel and data in Performance Reporting Systems are up-to-date, accurate and reliable; update as necessary with changes in indicators, processes and feedback from the programs teams and stakeholders.
- Supervise and administer the field technical teams with proper collaboration of the teams, with emphasis proper implementation of activities and management of the allocated funds for the Program in close collaboration with the office of the relevant Program senior offices. To ensure data validation, data analysis, and data visualizations during Program Reviews, Performance and Plan Reporting and other coordination requirements by the stakeholders and communities.
- Ensure and approval of training planning for field program staffs on Access to SAFE Energy activities, beneficiaries selection, enterprise development, data entry, data analysis, data visualizations, and how to maximize the functionality of the multi-sectorial program implementation of activities.
- Manage the ADRA Food Security and Livelihoods system in the set location, anticipate challenges and administer creative, efficient and effective solutions before they occur.
- Ensure proper routine coordination with all sector offices, stakeholders and donors; enhance civil-military working mechanisms, gender and protection sector activities, M&E teams, to determine priority tasks. Ensure the Emergency Response Coordinator is aware of and up to date on all implementation tasks, progress and reports.
- Conduct routine site visits during the project implementation phase for each component in assigned location in accordance to approved work plans by the Area coordinator and ERC’s office.
- Liaise with the community/local governments and partners to ensure coherence and complementarity enhancing resilience creation and sustainability of program goals.
- In coordination with the M&E officers and team members, Area Coordinator and Emergency Response Coordinator’s office, develop Monitoring and Evaluation plans for field-level activities and present the plan for approval by the responsible senior managers.
- Ensure monitoring and production of “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.
- Review and input to draft “interim evaluation reports” (IER) based on prescribed format shared by field staffs and M&E officer and prepare presentation of the same to the senior management for approval before submission to the stakeholders/donors.
- Ensure proper compliancy of program-policy and standard operating procedures (SOPs) required and share findings with the Area Coordinator and Emergency Response Coordinator’s office on a Monthly basis.
- Serve as primary point of contact between ADRA and stakeholders for any data and information about programs activities when developing impact assessments, success stories and weekly reporting.
- Share observations from implementation progress with Area Coordinator and Emergency Response Coordinator when findings demonstrate questionable actions.
- Ensure production and identification of lessons learned, constraints, and project impacts based on determined theme and/or sector for inclusion in Final Evaluation Reports.
Qualifications
- First degree in International Development, Social Science, Economics, Micro-economics, Environmental Management or related field is desired. Relevant experience in project management, field monitoring, evaluation design, assessments, empirical and statistical analysis, Food Security and Livelihoods and/or micro-business management design is required.
- At least more than two years of working in humanitarian responses environment and donor funded programs reporting requirements is a must.
- Proficiency at using Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
- Strong attention to detail, and statistical, analytical, and visual capabilities for various data types.
- Ability to use advanced data collection tools/gadgets and interpret coded data generated by data colleting gadgets like Kobo tool.
- Ability to interpret and visualize time series indicator performance data
- Familiarity with humanitarian response monitoring and reporting requirements.
- Experience of working in a conflict environment is an added advantage.
2. Job Title: Livelihood and Evaluation Officer
Location: Borno
Job Description
- To provide support to programme livelihoods and environmental management activities that effectively meets food security and access to SAFE Energy needs.
- Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider humanitarian guidance for accessibility to Safe energy worldwide and livelihoods as outlined by the North East Nigeria Food Security and livelihoods sector/cluster.
- Provide project management support to programmes particularly Accessing cooking Energy to a considerable size ensuring a coordinated approach with wider range of activities that complies with ADRA standards and procedures as set in the program design.
- Develop and coordinate with the MEaL office on data gathering and monitoring systems ensuring that rigorous quality food security and livelihoods standards are maintained.
- Research and analyze a range of policy and operational issues to inform the development of livelihood and environmental management activities are implementation.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food security and livelihoods assistance.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries in food security, environment and livelihoods sectors.
- Contribute to resources mobilization efforts for ADRA projects, including clearly articulating the need for food security and livelihood and resilience and related programme opportunities that would scale up accessibility to SAFE Energy, and follow up on the resource situation of projects.
- Advice and support the development of functional training in areas of expertise to enhance the capacity of ADRA staff and beneficiaries to design and deliver effective production of SAFE Energy utilities like Stoves, Briquettes and others at low costs within the communities aimed at creating resilience programmes.
- Support in selection of transfer modality that would boost the livelihoods of the targeted beneficiaries through ability to analyze and consolidate quantitative and qualitative information from different sources (e.g., market studies).
- Support in the translation of understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches to generate food security and livelihoods activities.
- Liaise with the concerned authorities, partners and other stakeholders especially government local authorities on livelihoods and environment management and resilience building activities.
- Undertake project identification, development, monitoring and technical supervision of livelihoods and environmental management projects
- Assess the training needs of relevant staffs and beneficiaries and support the design and implementation of appropriate capacity development training.
- Prepare regular implementation progress reports on SAFE Energy accessibility, production and utilization and livelihoods activities.
- Contribute to documenting lessons learnt and best practices in accessibility to SAFE Energy and livelihood, and resilience building programming in the area of operation and surrounding communities.
Standard Minimum Qualifications
- Bachelor’s degree in Agri-business, Environment management, Agro-economics, Business Entrepreneurship, Livelihood/Agriculture And Livestock Development/ Natural Resources Management/ SWC/ Irrigation, International Development, with a minimum of 3 years of related work experience and/or trainings/courses.
Language:
- Knowledge of one of the local languages i.e Kanuri/Hausa is an added advantage.
3. Job Title: Gender and Protection Officer
Location: Borno
Job Descriptions
Mainstreaming Protection:
- To provide support to policy and programme activities that effectively meets Food Security, Livelihoods and Cash transfer and livelihoods assistance needs.
- Work with the Program Units in coordination with other Protection Officer and managers to integrate protection concerns into the project management cycle through out implementation.
- Undertake research to assist in contributing to ADRA Nigeria’s context analysis in regards to IDPs protection issues that include; GBV, PSEA, discrimination, traumatization and stigmatization of conflict victims and affected survivors.
- Provide regular information on protection concerns and trends in Nigeria in ADRA’s internal meetings and share the same with relevant sectors and forums
- Contribute in developing tools and guidelines for specific Program Units to mainstream protection based on ADRA’s protection policies, international guidelines and stakeholders’ requirements.
- Coordinate with the Program’ Office on mainstreaming protection issues/indicators into all ADRA’s Programs in Coordination with the protection sectors and other subsectors.
- Carry out several advocacy programs and activities that are focused on community inclusive engagements and protection sensitization/awareness.
- Under Protection monitoring through Pre and Post distribution activities in all the locations where the programs is implemented targeting both direct and indirect beneficiaries of the program.
Training And Related Activities:
- Assist in organizing and conducting protection mainstreaming / conflict sensitive program – trainings for ADRA program staffs, partners and stakeholders including assisted persons.
- Undertake field travels to ADRA’s Field locations to conduct protection monitoring and integrate protection concerns into interventions through trainings, workshops and briefings at field level, information dissemination and sharing.
Representation:
- Assist in strengthening inter-agency understanding of ADRA’s protection policies and concerns and its operational impact through networking with other stakeholders
- Liaise with government authorities, Protection Cluster representatives, UN agencies and INGO staffs on protection issue.
Mainstreaming Protection Into Country Office Programs And Interventions:
- Assist the head of humanitarian programme in providing technical guidance on how to include protection into programming to safely deliver emergency food security and livelihoods assistance to beneficiaries, cash and electronic-transfers to beneficiaries before, at and after the distribution.
- Undertake and contribute to research/assessments where necessary
- Assist in drafting advocacy notes and reports on protection in ADRA
Standard Minimum Qualifications
- Bachelor’s Degree in Social Science, International Affairs, Gender related Studies, International Law or other fields relevant to international development/ humanitarian assistance. A Master’s Degree in the above fields is an added advantage.
- Fluency (level C) in English language. Excellent English communication and writing skills.
- Knowledge of local languages of Hausa and/or Kanuri is an added advantage.
Experience
- At least 3-4 years of professional experience relevant to the position in addressing protection issues in humanitarian responses
- Experiences working in insurgency affected fields, in both development and emergency response, understanding the operational aspects of local, state and national level of Food security, livelihoods and Cash transfer programs in complex conflict environments Experience in delivering training and debriefings to other trainees
- Knowledge of protection mainstreaming aspects in needed.
- Experience in implementing protection programs in emergency contexts
- Experience in drafting reports and advocacy notes.
Technical Expertise
- In-depth knowledge of protection and protection mainstreaming tools
- In-depth knowledge about international standards and policies, especially those centered around food security and Cash transfers.
- Knowledge of protection and Accountability to the Affected Persons (AAP) policy is desirable.
- Knowledge of International Humanitarian Law, International Human Rights Law and

4. Job Title: Monitoring and Evaluation Officer-Safe Energy and Livelihoods
Location: Borno
Specific Duties & Responsibilities
- Collect feedback from field program technical teams on the functionality of the programs activities and ensure that communication is efficiently delivered to the head of programs.
- Ensure data in Performance Reporting Systems are up-to-date, accurate and reliable; update as necessary with changes in indicators and feedback from the programs teams and stakeholders.
- Support the technical teams with data cleaning, data validation, data analysis, and data visualizations during Program Reviews, Performance and Plan Reporting and other reporting needs.
- Conduct training for program staffs on data entry, data analysis, data visualizations, and how to maximize the functionality of the M&E activities.
- Gain familiarity with the ADRA M&E system, anticipate challenges and propose creative, efficient and effective solutions before they occur.
- Coordinate weekly with MPG & Livelihoods Managers to determine priority tasks.
- Ensure the programs team is aware of and up to date on all M&E tasks and reports.
- Conduct site visits during the project implementation phase for each component in assigned locations in accordance to approved work plans.
- In concert with the Area Coordinator, develop Monitoring and Evaluation plans for field-level activities and present the plan for approval by the responsible managers.
- Produce a “routine monitoring report” (RMR) according to an approved template for each site visit prior to the indicator verification visit.
- Draft “interim evaluation reports” (IER) based on prescribed format after visiting of implementation sites for verification of indicators.

Participate in professional training and development activities, as necessary. Represent the program positively and professionally in both internal and external environments. Perform other tasks, as assigned.
- Share observations from monitoring visits with Program manager and Emergency Response Coordinator when findings demonstrate questionable actions.

5. Job Title: Project Accountant
Location: Borno
Job Purpose
- To support the stewardship of ADRA Nigeria’s resources, monitoring budgets, forecasting, analyzing, reporting and providing core administrative and programmatic financial support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible.
- Ensure proper financial operations and regulatory compliancy adherence for all the financial transactions made.
- Support corporate finance and resource management strategies and major ongoing programmatic initiatives, participating in planning and training non-finance staffs where appropriate using finance management expertise.
- Contribute towards the development of country finance-specific plans and processes, aligned with donor requirements and wider ADRA Nigeria strategies, policies and processes to meet the humanitarian and development assistance needs.
- Analyze and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
- Perform bank reconciliations, disbursements, and clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with organizational requirements.
- Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality and timely services to ADRA Nigeria programmes.
- Collate and analyze data for the preparation of accurate and timely reporting, in order to provide management with financial, accounting and budgetary information to enable them to make informed decisions.
- Adhere to financial controls and insight into ADRA Nigeria performance, undertaking periodic risk and internal control assessments to identify areas, which may present potential audit, compliance or financial risks and advise the program manager.
- Represent department at internal meetings, external meetings and events with other agencies, banks and other financial institutions, or other partners and entities as required.
- Follow standard emergency financial preparedness practices to ensure ADRA Nigeria is able to quickly respond and deploy assistance and needed resources to affected areas at as needed without delays without compromising required minimum standards.
Standard Minimum Qualifications
- First degree in Finance, Business Administration, Accounting or related fields, with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants
- (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.
Experience:
- At least 2 years of progressive experience in financial accounting, budgeting and administrative functions.
- Several years of professional experience in the accounting and reporting setting of cofinanced projects for International (aid) Organizations (including UN-Agencies)
- Has experience reviewing and analyzing financial statements.
- Has experience implementing accounting and internal control processes, as well as risk management.
- Experience in designing and implementing compliance regulations
