Nigeria Union of Local Government Employees and Third Tier Administration in Rivers State.
ABSTRACT
This interrogated the Union of Local Government Employees (NULGE) and third-tier in Rivers State, between 1999-2014.
The study was guided by the following objectives-first: to establish if, NULGE monitoring of the application of the dedicated for staff training enhances human resource of workers in Rivers State.
Second, to determine whether the struggle by NULGE to improve working conditions enhanced favourable salary regime and promotion for Local Government staff in Rivers state within the period of the study, and three,
to ascertain whether the institutionalization of Government-NULGE partnership in local government administration accounted for the improved scheme of service for workers in Rivers State between 1999-2014.
We adopted the Theory of Industrial Relations and utilized the quantitative method to generate the primary data from questionnaires administered on the target population and further used the qualitative method of data collection to glean data generated from observational methods and secondary sources.

INTRODUCTION
The role of the state in the socio-economic relations between the labouring masses and the owners of capital constitutes a source of concern to many scholars such as Marx, (1978); Nnoli (1986); Ekekwe (1986); Akpuru-Aja (1998) among others.
The source of concern is that the state constitutes an instrument in the hands of the owners of capital with which they subordinate the working class.
Under this system, the processes of goods production caused workers to offer their labour power for sale at cheap and depraved rates in factories, mines and other establishments.
Hence, Marx and his comrade and collaborator, Engels, admonished as follows: “Workers of the world unite; you have nothing to lose but your chains” (Communist Manifesto, 1848:1).
This call was based on the enormity of the task before workers in the struggle between labour and capital, not just within the workplace, but, also in the general class struggle to overthrow the yoke of capital.
