Discipline and Disciplinary Measures in the Nigerian Public Service.
ABSTRACT
and disciplinary are very organizational . Its success or can be of great effect on other of organization dynamics i.e. training, motivation, morale, performance, etc. The study is aimed at appraising the nature and extent of staff indiscipline and its effects in Kaduna polytechnics. Data were sourced from primary and secondary sources.
The primary data were source through questionnaires drawn and interviews conducted on both academic and non-academic staff of the polytechnic. The secondary data include official documents of Kaduna Polytechnic, Journals, books, and so on. These data were presented and analyzed to test the two hypotheses postulated using a table, frequency count, and percentages.
The findings revealed that there is a high rate of staff indiscipline in Kaduna polytechnics. The major reason for this as revealed in the study includes; the disregard for rules and regulations of the Polytechnic despite the efforts of the management in ensuring that every member of staff has access to the rules and regulations guiding their conducts at work as well as communicating those rules and regulations to them

INTRODUCTION
The business of public administration is to administer the affairs of government within a properly defined objective. The major aim of public administration is that of providing the State with effective government, which is attuned to attaining the goals of the state.
To achieve this, there must not only be competent administration at each level of government but an organizational structure that is properly designed. According to Cole (1988:62), the term “organization” refers to “a social entity comprising individuals of diverse backgrounds, performing specific tasks and responsibilities aimed as achieving the laid down objectives.
To Nzeribe et al (1977:112), organization means a formalized entity with structured roles or positions as reflected in the organizational chart. The roles and positions determine one’s responsibilities, tasks, and reporting system in the organization.
It is the arrangement of relationships; functions, objectives, roles, activities communication, and other factors that exist when people work together to achieve specified goals under leadership. The relationship should state categorically who is responsible for what and from whom one can receive directives Amobi (1999:52).
